7. INSTITUTIONAL TRADE FACILITATION

INDIA TRADE PROMOTION ORGANISATION

The India Trade Promotion Organisation (ITPO) is the premier trade promotion agency of India which provides a broad spectrum of services to trade and industry. During the past seven years the ITPO has played a proactive role in catalysing trade, investment and technology transfer processes. With the Headquarters at Pragati Maidan, - a modern exhibition complex spread over 150 acres, in New Delhi and regional offices at Bangalore, Chennai, Kolkata and Mumbai, ITPO ensures a representative participation of trade and industry from different regions of the country at its events in India and abroad. ITPO also operates a network of overseas offices at Frankfurt (Germany), New York (USA), Tokyo (Japan), Moscow (Russia) and Sao Paulo (Brazil) in furtherance of its trade promotion objectives as also for enlisting participation and visitor response for its events.

Fairs in India

Large and small industries, exporters and manufacturers covering various sectors of trade and industry display their exhibits/products at ITPO’s fairs in India. These events are also utilised as launching pads for promoting new products. During 2003-04 the ITPO organized ten exhibitions at Pragati Maidan, New Delhi and one exhibition in Mumbai. A series of regular exhibitions were also organized.

During the current year (April to November 2004) ITPO had organized 11 fairs while another 12 exhibitions are scheduled to be held from
December – March, 2005 ITPO had also organized SAARC (South Asian Association Regional Cooperation) Trade Fair from January 06-10, 2005.

Since 1981 the ITPO has been organizing the India International Trade Fair (IITF) during November 14-27 at Pragati Maidan, New Delhi. The 24th edition of the Fair was centere around the theme of ‘Information Technology’ and ‘Agriculture’. With the participation of 26 States and 4 Union Territories along with 16 Ministries and Government Departments, 29 Public Sector Undertakings, Commodity Boards, Export Promotion Councils, Banks & Insurance Companies and 455 private Indian individual direct companies the ambit of Fair was impressive. The foreign participation represented by 327 overseas companies from 28 countries was also impressive. More than 3 million general visitors and 2,64,000 business visitors, 86 Business Delegations from 48 countries as well as 667 individual foreign buyers visited the fair.

The ITPO organized two important leather events during the first half of the current financial year 2004-2005. The Delhi International Leather Fair was held at Pragati Maidan during May 21-23, 2004, in which 129 companies including 15 from overseas had particiapted. The event generated business to the tune of Rs. 246 crores. The other event namely “International Leather Goods Fair” was held in Kolkata during October, 2-4, 2004. As many as 50 buyers from different parts of the world visited this fair. The 20th edition of the India International Leather Fair (IILF) was held in Chennai during January 31-February 3, 2005.

For showcasing India’s textile industry, the 10th Tex-Styles India Fair – a mega event focusing on Indian textile products - was organized from February
29 - March 4, 2004. Three hundred fifteen companies participated and displayed a wide range of Indian textile products. About 12,000 business visitors including 4,000 overseas buyers from 96 countries visited the five-day Fair. Business worth Rs. 300 crores was generated at the Show. The 11th Tex-Styles India Fair is scheduled to be held from February 26 – March 1, 2005. Months prior to the Show, the fair has been completely sold out and more than 300 companies are scheduled to participate.

The ITPO also leases its facilities in Pragati Maidan to organizers of trade events. During the financial year 2003-2004, as many as 63 events were organized in Pragati Maidan by Export Promotion Bodies/Apex Industry Associations, Central Ministries as well as private fair organizers. Some of the prominent fairs held during the year were Auto Expo, Elecrama, Defence Expo, Indian Handicrafts & Gifts Fair, India International Garment Fair, World Book Fair, Carpet Fair, Convergence India.
During the current financial year (April to November, 2004) as many as 35 events were organized and 36 exhibitions are scheduled to be held by organizers of trade events at Pragati Maidan. Some of the fairs held were International Leather Care & Herbal Expo, Education World Wide, Gartex, Garmentech, India International Garment Fair, Transport India, International Dental Congress & Dental Trade Show, Minerals, Metals, Metallurgy & Material, Rice Tech and Indian Handicrafts & Gifts Fair (Autumn) etc. ITPO also approved 173 international exhibitions (April-November, 2004) to be held in different parts of the country which covered a wide range of subjects like garments, pharmaceuticals, petrochemicals, medical sciences, food processing, auto components, consumer goods etc.

Fairs Abroad

During the year 2004-2005, ITPO’s programme of foreign fairs include participation in 58 overseas trade fairs including 3 Buyer-Seller Meets(BSM) and one exclusive Indian Exhibition in Mongolia. The programme include 16 general fairs, 38 specialised fairs and one Mini India Show in Czech Republic. Out of 58 events, 14 fairs are in West Asia/Africa, 19 in Europe, 24 in South East Asia/America and one in CIS region. During the period April-November, 2004, ITPO has already organized participation in 43 trade fairs/exhibitions/BSMs abroad, out of which 31 were specialized events and 11 were general fairs and one exclusive Indian Exhibition at Mongolia named “A Slice of India” during August 30 – September 3, 2004. This event was a big draw in Mongolia with 2700 business visitors and around 30,000 other visitors. Business worth Rs. 10.08 crores was generated at the event. Four agency agreements/tie-ups were also finalized at the Show.

The next Expo 2005 will be held in Aichi, Japan from 25 March –25 September’ 05 and would have nature and humankind as the main Theme.

Trade Development Activities

The ITPO organized BSM and several export development programmes by using different promotion tools for selected products in identified markets. These created awareness of India’s manufacturing and export capabilities specially in new markets and also provided opportunities to Indian exporters to garner export orders. During the year up to November, 2004, two BSMs were organized in Japan – the 15th Indian Home Furnishing Fair and the 25th India Garment Fair and one Buyer Seller Meet in Auckland, New Zealand. These three events together generated business worth US$ 23.57 million and were attended by 2479 buyers from leading departmental stores, wholesalers, importers, trading houses, etc. Visits of 10 buying delegations from Japan, Russia, USA etc. was hosted and one to one meetings were organized with the potential Indian units during their visits. During the year four innovative programmes – one Product Development and Adaptation Programme for Auto Parts; two Business Network & Development Programmes for Bicycles & Components and IT/Software in Latin America and one Contact Promotion Programmes in Hong Kong/Malaysia for Food Products were also planned.

In order to project India’s image as a leading exporter of latest technology, Technology Trade Pavilion was set up at IITF from November 14 -27, 2004 in collaboration with Department of Science and Industrial Research (DSIR). Spread over an area of 1500 sq.mtrs., more than 60 leading Indian companies both from private and Govt. displayed the technologies developed by them. Over one lakh visitors including delegations from overseas countries visited the Pavilion. In order to get maximum foreign business delegations at the time of IITF 2004, a Seminar on “International Trade Opportunities in Technology” was organized.

At the behest of ITC, Geneva, ITPO undertook a Demand & Supply Study for Drugs & Pharmaceuticals. The report was highly appreciated and disseminated at a BSM by ITC in Singapore. A delegation of industry representatives from India also took part in the BSM.

The annual publication – Economic and Trade Data highlighting information on India’s economic scenario in terms of economic indicators, trade and investment policies, incentives etc. was prepared and distributed among Foreign Missions in India, Indian Missions abroad and other trade promotion organizations of the world.

The ITPO maintains a data of export worthy units which are enrolled as regular members of ITPO and provides them a package of services which include live trade enquiries received from foreign offices, market intelligence, product development & adaptation, details on importers, arranging meeting with visiting delegation, participation in developmental programmes, export promotion tours etc. During the period April – November, 2004, 160 trade enquiries were received against 280 enquiries during the year 2003-2004 received from ITPO foreign offices which were disseminated to the regular members for sending quotation to the overseas importers/wholesalers/buyers.

In an effort to promote Indian industrial design globally, a Show Case Design/Design Gallery has been established by the ITPO in collaboration with NID at Hall No.19 in Pragati Maidan providing for display of some of the India’s best design innovations which have been constantly updated. There is also an interactive space where the importance of design application in industries has been highlighted.

The ITPO is also networking with international organizations in the field of trade and commerce through Membership or collaborative arrangements such as Memorandum of Understanding. ITPO is a member of Asia Trade Promotion Forum, World Trade Centre Association and participates in its annual meet regularly.

Trade Information

During the year 2004-2005 i.e. up to November, 2004, ITPO organized 5 Catalogue Shows in Algiers (Algeria), Hamburg (Germany), Damascus (Syria), Thessaloniki (Greece) and Johannesburg (South Africa). A Product Promotion Programme for Leather Goods and Garments in Germany and the Netherlands was conducted by ITPO. A Seminar-cum-display of Foreign Product Catalogues was organized at Kochi (Kerala).

As on November 30, 2004, ITPO had 2,982 Associate Members. As many as 792 periodicals, 82 trade directories, 110 foreign product catalogues and 90 CD-ROMs were received in the Trade Information Department.

Business Information Centre (BIC)

At the direction of the Department of Commerce, ITPO had set up the Business Information Centre and trade portal, www.tradeportalofindia.com based at Pragati Maidan for providing reliable trade information to Indian exporters and overseas buyers.


At present the portal has 10 Gigabyte (GB) of information on 54 major countries and 28 product groups which account for more than 85% of India’s trade. The portal covers, among others, a data base of 50,061 overseas importers, 14,935 Indian exporters and 4,120 ITPO Members, Product Profiles and Country Profiles, Fairs and exhibitions, India’s Trade Statistics, Global Trade Statistics, EXIM Policy, notifications and circulars of the Central Excise, Customs and Reserve Bank of India, market surveys, product catalogues of ITPO Members, Tariffs and Taxes and has links to various trade related organizations. The information is updated on a regular basis. About 320 visitors access the Trade Portal daily. About 2000 visitors used library located at Hall No.19 at Pragati Maidan. A Payment Gateway facility is in operation to facilitate Indian exporters to become Associate Members online. The BIC has online access to KOMPASS – (a database of 1.8 million companies from 82 countries, searchable by country and products classified by manufacturer/importer/distributor/agent) Global Trade Information Systems (GTIS) – International Trade Statistics at 8 digit level for Australia, Austria, Belgium, China, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Japan, Luxemburg, Netherlands, Portugal, Spain, & USA and ITC’s Trade Map and Product Map giving statistical information on International Trade of 115 countries.

Setting up of Regional Trade Promotion Centres (RTPCs)

The ITPO, under a programme of the Department of Commerce, has been assisting State Governments in creating infrastructure for exports in state capitals/major cities through setting up of Regional Trade Promotion Centres (RTPCs). A modern Convention Centre was set up at Chennai Trade Centre, which was inaugurated on November 1, 2004. Another Trade Centre at Bangalore was set up which was inaugurated on September 20, 2004. The Centre is being managed by a joint venture Company, viz. Karanataka Trade Promotion Organisation (KTPO). The ITPO is also providing technical and managerial support for setting up of RTPCs at Guwahati and Kolkata.

Commercial Publicity & Public Relations

The ITPO has used intensively the print, the electronic, the outdoor media as well as the internet for promoting its events/activities in India and abroad The ITPO brings out event specific news letters, as well as a quarterly news letter “Log On” for disseminating information on its activities, Corporate Publicity booklet “ITPO : In Sync with India Inc” and two editions of Calendar of Events, 2004 were some of the other important publications.

Financial Highlights

The operations during 2003-04 generated a total income of Rs. 132.24 crore against Rs. 115.14 crore during the previous year, i.e., recording an increase of around 15% while the net surplus was of Rs. 40.03 crore as against that of Rs. 21.93 crore duirng the preceding year.

Human Resource Development & Other Activities

Guidelines on reservation in services are complied within the ITPO. Liaison Officers have been nominated to look after the interest of employees belonging to SCs/STs and OBCs. In every Departmental Promotion/Selection Committee meeting, an officer of appropriate level belonging to SC/ST category is associated.

The provisions, relating to reservation in posts/services for disabled persons, in the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 are also complied with in the ITPO.

To achieve standards of excellence in performance a number of training programmes, seminars and workshops were organized on topics such as gender sensitivity, leadership development programme, vigilance awareness workshop, workers’ education programme. A Women Cell has been continuing to look after the welfare of women employees. Implementation of the Official Language Policy of the Government of India as well as in-house training arrangements for Hindi typing/stenography were continued during the year. Hindi typing, shorthand, noting-drafting, translation and Hindi Speech competitions were organized during July-August, 2004. Participants securing the first three positions in each competition were appropriately awarded with prizes.

Hindi monthly, “Udyog Vyapar Patrika”, Business Visitors Guides of IITF, Calendar of Events, ITPO’s Annual Report and the Memorandum of Understanding between ITPO and the Department of Commerce were also published in Hindi. In-house journal ‘Darpan’ (Log On) continued to be published in Hindi as well as in English.

Infrastructure

During the year, ITPO modernized some of its facilities at Pragati Maidan through renovation of structures, improvement and additions to signages landscaping and measures for providing enhanced comfort to visiters. To optimize the utilization of facilites at Pragati Maidan, a jumbo project namely “Optimum Development Plan of Pragati Maidan, New Delhi” has been approved in principle. This project aims to convert Pragati Maidan into a modern and integrated exhibition complex On the basis of detailed quality estimates and calculations, the cost of the project has been estimated to be Rs.1260 crore, which is proposed to be met through long-term advances/rentals from Trade Marts and borrowings/ debts.

INDIAN INSTITUTE OF FOREIGN TRADE

Since its establishment in 1964 the IIFT has been a pioneer institute in imparting training on foreign trade management in the country while also providing research and consultancy services. The Institute was given the status of a Deemed University in May 2002 by the Ministry of Human Resource Development enabling it to award degrees, start its own doctoral programme and also get higher acceptability and recognition in the internationally competitive academic environment. The Institute enjoys close and enduring linkages with the Ministry of Commerce, Government of India and has established ties with leading Industrial and Trading Houses and Academic Institutions.

Education and Training Programmes

The Institute conducted a large number of short term training programs as well as the following long-term programmes to suit the requirement of aspiring international business executives and mid-career professionals, middle-level executives , government officials, etc.,

The Institute conducts research studies on its own and for its various clients Some of the major Research Studies undertaken by the Institute during the year are:

During January-March, 2005, IIFT will be conducting research projects on the following:

  3. Export Potential Survey of Chhattisgarh

  4. Maintenance & Management of the Portal of Handicrafts

The Institute conducted a Seminar on 16th September, 2004 on “EU Enlargement and its Impact on India’s External Sector”.

A Workshop on “Management Teachers’ Programme” in association with All India Council for Technical Education (AICTE) will be held during January-March, 2005.

Memorandum of Understanding (MOU)

In order to provide partnership arrangements, and close cooperation, for research, training and consultancy and students exchange programme at masters degree level, the Institute entered into MoUs during the current year with (i) Oakland University, USA, (ii) International Institute for Trade and Development (IITD) established through a cooperative agreement between the Royal Thai Government and UNCTAD, (iii) Vietnam Institute for Trade (VIT), (iv) Foreign Trade Training Centre (FTTC), Egypt and (v) School of Public Policy at George Mason University, USA.

Publications

The Institute continued to publish its periodicals – Foreign Trade Review (quarterly), Focus WTO (bi-monthly) and Newsletter on Technology Exports (quarterly).

NATIONAL CENTRE FOR TRADE INFORMATION

NCTI is a company registered on 31.3.1995, under section 25 of the Indian Companies Act, 1956. The Board of Directors consists of representatives from Ministry of Commerce & Industry, National Informatics Centre (NIC), India Trade Promotion Organisation (ITPO), Indian Institute of Foreign Trade (IIFT), Directorate General of Commercial Intelligence & Statistics (DGCI&S), Public Sector Undertakings (PSUs), Apex Chambers of Commerce & Industry, Export Promotion Councils, and Commodity Boards. The ITPO and the NIC are co-promoters of the company and have contributed a sum of Rs. 4.00 crores (Rs. 2.00 crore each) as corpus fund in the equity contribution of NCTI. The NCTI has been provided with fully furnished office space by the ITPO and has been given software and hardware support by the NIC against their equity contribution in kind. The company has started functioning w.e.f. March, 1996.

During the period under review, the NCTI received a database of Electronic Trading Opportunities (ETO’s) containing 7932/6385 demands/ offers from various world sources; brought out 38 issues of its weekly publication namely “Trade Point-India” and continued to provide value added information to business community. Some of the important services rendered by the NCTI include ETO on-line, value added services, and organising seminars/ workshops.

Major activities

I. Value added services :- During the period April – December, 2004, value added studies/reports were compiled for the Department of Commerce (DOC), Engineering Export Promotion Council, Minerals and Metals Trading Corporation (MMTC), Federation of Indian Chambers of Commerce & Industry (FICCI) as well as private sector companies from trade and industry.

II. Projects

The NCTI completed “Desk research for Export Potential of Agro and Forest Produce” - a study for Shellac Export Promotion Council involving over 150 products, identifying of their HS Codes under 6/8 digits, their Indian production base and country specific import potential viz-a-viz India’s exports.

MERCOSUR PTA Study: Analysis on India and MERCOSUR wish lists was carried out for the Department of Commerce India’s import duty for India’s wish list was also provided in the tabulation. A brief report on Brazil’s global exports and imports from India for specific products was also compiled. Work relating to with MERCOSUR. PTA studies was carried out in terms of Trade Analysis on India’s offer list of 460 items and MERCOSUR’s offer list of 424 items.

Latin American Countries (LAC) Study: At the instance of the DOC an updatation study was carried out through Trade Analysis for 22 countries and Sector analysis for various Export Promotion Councils under different sectors viz., Chemical, Engineering, Gems & Jewellery, Apparels, Textiles, Pharmaceuticals, Wood and Wood Products, Rubber, Plastics, Sports Goods, Agriculture and Processed Food Product.

Computerised Registration for Business Visitors during IITF 2004 & IT India 2004: Technical support was provided, registration forms were designed, software was developed and support staff was offered for preparing the database of Business Visitors for IITF 2004 and IT India Fair 2004 in their work on Computerized Registration of Business Visitors.

Export Awareness Seminar: In co-operation with Rajasthan Chamber of Commerce & Industry  (RCCI), a seminar on Export Awareness was organised in Jaipur in September, 2004 which was attended by over 50 paid participants. The faculty included senior officers from Gem & Jewellary Export Promotion Council (GJEPC), Director General of Foreign Trade (DGFT), SIDBI, ECGC, NCTI, Customs, Apparel Training & Design Center and also Federation of Rajasthan Handicrafts exporters. An overview of the various trade promotion schemes of Govt. of India was also presented The seminar was co-sponsored by Small Industries Development Bank of India (SIDBI) and Export Credit Guarantee Corporation (ECGC).

IV. Compilation of Data and publication of booklets - Focus Africa and Focus CIS for the Department of Commerce : NCTI has compiled information for both the booklets designed to serve as a useful source to Trade Information

V. Other important Activities : NCTI participated in important fairs and provided business support services to its members; made series of presentations at major commercial centres in association with EPCs, Trade Associations and Commodity Boards.

Indian Institute of Packaging, Mumbai

The Indian Institute of Packaging was established under the Societies’ Registration Act in the year 1966 with a view to stimulate consciousness for good packaging through studies, research and development relating to packaging designs, etc.

The Institute imparts training in packaging by conducting programmes leading to a Post Graduate Diploma, Intensive Training Courses, Distance Education (Correspondence Programme), short term entrepreneurship courses, seminars, technical consultancy, testing and evaluation of packages, etc.,

The institute took up several packaging development projects for various private/public sector business firms during the year. These included the following:

In-Laboratory Hands-on training for Testing and Evaluation of Packages

The Institute provides special programmes on testing and evaluation of packaging materials and packages at Mumbai, Chennai, Delhi and Kolkata. These individualized weekly basis programmes are particularly suitable for those involved in testing and quality control of packaging material/packages and packages development. The important training programmes conducted by the Institute include, Packaging of Horticulture Produce, Corrugated Fiberboard Boxes (CFB Boxes), Flexible Packaging, Rigid and Semi Rigid Packaging, Packaging of Pharmaceuticals, Testing and Evaluation of Packaging Materials and Packages, Package Testing & Evaluation, Corrugated Fibre Board Boxes, Packaging for Goetze India Ltd. and one week programme was also conducted at Delhi for Hindustan Tin Works Ltd.

Advisory Visits: Specialists from the Institute visited twenty five client units to provide advisory services whereby the units - who were in need of immediate advice - examined their problems for immediate remedial measures. Another 22 advisory visits are likely to be completed up to March, 2005.

Testing: Nearly 5,390 samples of packages and packaging materials were tested for different properties at the Head Office and three Regional Centres. Another 4,968 samples of packages and packaging materials are expected to be tested upto March, 2005.

U N Marketing : Packages for Export of Dangerous Goods

As a Government recognised Agency by Directorate of Shipping for testing, evaluation and approval of Export Packaging for hazardous cargo as per IMDG Code, the Institute issued U N Certificates in the case of 1659 consignments during the period and in the remaining period 483 more samples are anticipated.

Training Programmes/ Seminars

The Institute continued to share its expertise with the industry personnel by way of conducting seminars and training programmes. Twenty-three such programmes were conducted and nearly 475 Executives have benefited from such training programmes/ seminars. Another 15 such training/ collaboration programmes are likely to be conducted in the remaining period.

Education

The Institute conducted its annual Intensive Training Programme at Mumbai for 25 participants. while and 30 participants participated in similar programme held at the Regional Centres at Delhi and Kolkata. Thirty five students passed out of the 18th batch of Two year Post Graduate Course, in the 19th Batch there are 40 students and in the 20th Batch there are 39 students. Fifty students passed out from the VIIIth Distance Education Programme and for the IXth Batch of Distance Education Programme 85 students have enrolled.

During the period the Institute conducted a National Workshop “Packit” for fresh fruits and vegetables in association with ITC- Geneva at Hyderabad; a Workshop on packaging for M/s Royal Sundram Alliance Insurance Company, United Nations Industrial Development Organisation (UNIDO); a Cluster Development Programme for Foundry Products Packaging for Exports in association with Small Scale Industries (SSI), and Small Industries Services Institute (SISI) Training for Export Packaging - Spices & Tobacco.

Publications

The institute regularly brings out bi-monthly journal ‘Packaging India’.

Filling up of SC/ST Posts

The institute has endeavored to fill all the SC/ST vacancies except four SC Vacancies. Efforts are on to fill the same in the future recruitments.

Vigilance

The Institute has taken care to observe strict vigilance during the year and all the directives have been implemented in this respect.

Library

A total of 40 new books and 85 periodicals were received in the well informative library of the Institute.

Other Major Activities

A new building for IIP Kolkata has been completed. A World Packaging Conference was held at Mumbai during 27-28 October, 2004, which was attended by 700 delegates from India and overseas. The theme of the Conference was ‘Packaging- Global Challenges Ahead’. 16 Indian speakers and 27 overseas speakers have made their presentations. A Compilation of all technical papers was also released at this conference.

Fabrication of Testing Equipment and Laboratory furniture was undertaken at the Workshop. Fabrication of templates, wax applicators and cobb testers is in progress.
