ASHWANI KUMAR TAKES OVER AS MINISTER OF STATE FOR INDUSTRY

Dr. Ashwani Kumar took over as Minister of State for Industry in the Union Ministry of Commerce & Industry, here today. Dr. Kumar is Member of Rajya Sabha since 2002.   

Born in a family of freedom fighters in the year 1952, Dr. Ashwani Kumar is the son of veteran freedom fighter and former Speaker of Punjab Vidhan Sabha, Late Shri Prabodh Chandra ji. He graduated from the St. Stephens College, Delhi and studied Law at the University of Delhi. Dr. Kumar holds a Doctorate in Law (Honoris Causa) from the Punjab University and M’Phil in International Law, from the Jawahar Lal Nehru University, New Delhi.

A leading legal luminary, he began his illustrious career with practice of Law at the Supreme Court of India and was appointed Additional Solicitor General of India in 1990 at a young age of 37. He was elected to Rajya Sabha in May 2002 and was Member of the Parliamentary Standing Committee on Energy, Member of the Consultative Committee of Ministry of Finance, Member of the Standing Committee on Commerce and was Convenor of sub-Committee on Textiles.  He was re-elected to Rajya Sabha in April 2004 and has been Member, Committee on Information Technology since August 2004 and Member, Consultative Committee of Ministry of Finance since October 2004.

Dr. Kumar started his active political association with the Congress Party in 1977 and is a prominent member of the All India Congress Committee (AICC) since 1991 and has served as Spokesperson of the Congress and Chairman of its Vichar Vibhag (Intellectual Cell).

Pursuing his wide-ranging intellectual interests in diverse fields such as Law, Economic Reforms and International Affairs, Shri Kumar is a regular contributor to leading national and international newspapers and magazines. He has presented Papers on several important contemporary subjects, viz., (i) “Impact of IPR on Globalization of India’s Economy” at a seminar organized by the Indo-American Chamber of Commerce, New Delhi. (ii) “Stimulating Innovation and Technological Changes” at a Symposium on Competition and Economy Development organized by the OECD, Paris. (ii) “Integrated Implementation of TRIPS” organized by the AIPPI Forum, Basel, Switzerland at Lyons, France. (iv)“Privatization in India: An Overview” at an international Symposium organized by the Forum International, University of Nice, France. (v) “Multinational Investment in Asia: The Case of India” at the IBA Conference, New Delhi. (vi)“Gearing for E-Commerce: Legislative & Policy initiatives in India”  

His book ‘Law, Ideas and Ideology in Politics: Perspectives of an Activist’, published in the year 2003 was well received in legal and intellectual circles.

He was a Visiting Professor at the Institute of Peace & Development, affiliated to the University of Nice and a Visiting Fellow at the Centre for Strategic & International Studies (CSIS) in Washington.

Dr. Kumar has been President of the India-France Parliamentary Friendship Committee constituted by the Speaker, Lok Sabha.

He was also Chairman of the India-Japan Forum of Parliamentarians, member of the Executive Committee of the Indo-British Parliamentary Forum and the Indo-US Parliamentary Friendship Group initiated by FICCI
